The rules, decoded

Polo's rulebook exists for one purpose: keeping half-tonne animals at full gallop from colliding. Understand that, and every whistle makes sense.

Penalties: graded by severity and distance

Penalty hits are awarded from set distances — commonly 30, 40 or 60 yards, undefended or defended per the award — up to an automatic penalty goal for a dangerous foul that prevented a certain score. Umpires also use the accumulation logic familiar from other sports: repeat offenders find awards drifting closer to their goal. National associations (Argentina's AAP, the USPA, Britain's HPA) keep their own current rulebooks — details vary at the margins; the geometry above is universal.
